Moonee Valley City Council needed to explain housing development and support a community consultation. Dream Engine produced a documentary-style video to help residents understand the issues, the council’s role and different perspectives on housing density.

New apartments and units were prompting questions about housing density and neighbourhood change in Moonee Valley. Residents wanted to understand why development was increasing, how the council was regulating it and what it could mean for their local area.
The council needed to explain these issues clearly and give residents information to support a community consultation.
We used government video production to explain the council’s housing consultation.
Dream Engine produced a documentary-style video with a presenter filmed at locations across the municipality. The presenter explained the issues in plain language, acknowledged residents’ concerns and introduced different perspectives on development and housing density.
The council published the video on its website, shared it with interested residents by email and screened it at a public forum about housing development. This gave residents several ways to access the information as part of the consultation.
Client feedback on the community consultation video
“What mattered to us was getting a company that would be very hands on and committed to developing a video that would fulfil our objectives. Dream Engine fit that profile.”
